A large number of users have reported problems with USB hubs and USB devices that have been upgraded to macOS Monterey.

As MacRumors first pointed out, Reddit, Apple's developer forum, and Apple's support community all have complaints. One user pointed out:

Since I upgraded to Monterey, my USB hub does not seem to work on my MBA M1 except for power supply. I saw on the Apple forum that there are others who have the same problem but no solution. I tried to use my gf hub, and my peripherals can indeed work.

Since upgrading to Mac OS Monterey, only the USB 3.0 port on my hub has stopped working. Power is allowed to pass through the connected device, but data transmission has stopped working.

Everything was running on Mac OS Big Sur, and it didn't stop working until it was updated to Monterey. I found several reports on the Mac OS Developer Forum, pointing out that this is a problem for some users since Beta 3 or so, and there are also reports on Reddit that others have encountered this problem.

The report pointed out that users have reported problems on devices such as Intel Macs and 13-inch MacBook Pros equipped with M1 and MacBook Air equipped with M1s, indicating that this may be a software bug introduced in the latest software. The problem seems to affect hubs and individual USB devices such as mice and keyboards. If you also encounter these problems, there is currently no obvious fix, and you may need to wait for Apple to update its software accordingly.
